Alhaji Mohammed mannir Yakubu was born on 15th August,  1954 into the lineage of Islamic Scholars, the Mallam Ladan’s Family of Tsohuwar Kasuwa Quarters in Katsina City. His father, Alhaji Yakubu was the fourth son of Alhaji Abdulbaki who was the Alkali of Kankia District for many years. Alkali Abdulbaki was a founding member of the Katsina Chamber of Commerce and rose to become its life patron.
Education:
Young Mohammed Mannir, as was mandatory with every child into this family started his Islamic education at the age of three and completed its first stage at the age of eleven. Meanwhile, in 1961 he was enrolled into Rafin-Dadi Primary School for his primary education which he completed in 1967. He was admitted into the famous Barewa College, Zaria in 1968 for his Secondary School Education. He obtained Grade I in his WASC and proceeded to the School of Basic Studies Ahmadu Bello University, Zaria in 1973.
He was admitted into the Department of Surveying, Faculty of Engineering, Ahmadu Bello university to read A Bachelors Degree in Quantity Surveying in 1974. He successfully completed his studies in 1977. He was an outstanding student throughout his studies, passed out with a Second Class Upper Division and received the Qu-Ess Partnership award for the best final year student.

POLITICAL AND PROFESSIONAL CAREER
From August 1977 to July, 1978 he did his mandatory National Youth Service in Imo State and his primary assignment was with Imo State Housing Corporation where he established the Quantity Surveying section.
In August, 1978 he took up appointment with Qu-Ess Partnership as a Senior Quantity Surveyor and was with the firm up to October, 1979. It was during this period that he ventured into partisan politics and joined the People Redemption Party (PRP), the PRP was victorious at the polls and Alhaji Balarabe Musa was sworn in as Kaduna State Governor on 1st October, 1979. In November, 1979 Alhaji Mohammed Mannir became the principal secretary to the Deputy Governor of Kaduna State, Alhaji Abba Musa Rimi, as well as his Special Assistant with regards to contract matters. In 1980, he was transferred from the office of the Deputy Governor to Quantity Surveying Section of the Building Division, Kaduna State Ministry of Works and Housing, as Principal Quantity Surveyor and head of the Quantity Surveying section of the Ministry. In 1982 he obtained his Post Graduate Professional Diploma from the Nigerian Institute of Quantity Surveyors and thereby became a full member.

He successfully discharged his duties as the Principal Quantity Surveyor and Head of the Quantity Surveying section of the State Ministry of Works and rose  to become the first Chief Quantity Surveyor of the Ministry. He was a major contributor to policy formulation and implementation of the Government during the period. At the end of the life of PRP government in September, 1983, he resigned his appointment and set up his consultancy firm in company of some of his colleagues, Since then his firm has been involved in major national development projects such as; the rehabilitation of the burnt 32 – story NECOM House, Marina Lagos, NUC Secretariat Abuja, Federal Ministry of Transport Abuja, NACB Building Abuja, among several others. His consultancy firm, Project – Cost Consultants, was a part of the Zonal Project Management Consultants in charge of Petroleum Trust Fund (PTF) Project in the North-East Zone.

Alhaji Mohammed Mannir is a Fellow of the Nigerian Institute of Quantity Surveyors. He was an external examiner at the Federal Polytechnic, Kauran Namoda for ten years between 1985 to 1995. He has also served in various Board of both state and Federal Government establishments in the past including being a member of the Government Council of Federal university of Technology, Yola.

QS. Mohammed Mannir contested for the Katsina Central Secretariat District seat in 2003 and 2007 General Elections under the All Nigeria People Part (ANPP), He was founding member of the Congress for progressive Change (CPC) and was a gubernatorial aspirant under the party in 2011.

In the past 4 years, QS Mannir Yakubu has discharged his responsibilities diligently as the Deputy Governor of Katsina State. Consequently, Governor Aminu Bello Masari found him most suitable for the office and therefore picked him again as his running mate for 2019 bid for governorship in which the duo were successfully re-elected on the 9th march, 2019. 
QS Mohammed Mannir is married and blessed with many children.
